Legal Authority :
The Defense Contract Audit Agency (DCAA) oversees and inspects our timekeeping practices. DCAA will periodically conduct floor checks to ensure our employees are complying with timekeeping practices.
MTSI is also required to perform floor checks. These can be performed periodically by the Finance Dept and by your immediate supervisor.
Floor checks include:
- Unannounced visits to see Management (DCAA only)
- Random selection of employees to interview
Common discrepancies found by DCAA and MTSI
- Failure to maintain timecards on a daily basis
- Lack of clear understanding when to charge to direct vs. indirect
Ethics :
It is your responsibility to ensure the integrity of your timesheet and the timesheets of those that you supervise. Only charge the amount of time that you actually worked on a contract. There are absolutely no circumstances that would allow you to charge more time to a contract than you actually worked. Immediately contact your supervisor or the Finance Department if you suspect or witness fraudulent timekeeping practices.
Importance of proper timekeeping practices:
Individuals who are not MTSI employees, but have business interactions with our company. Such individuals include:
- Labor is MTSI's principal product
- Labor charges are the basis for invoices to customers
- Timecards are the sole means for recording labor charges and are, in effect, employees� invoices for their labor costs
- The signatures of both the employee and the approver are personal legal certifications that time is accurately
recorded.
- Failure to maintain honest and legal timekeeping practices can result in a loss of contracts
Charging time to a contract :
Only your immediate supervisor or a program manager (PM) can assign your tasks and related charge numbers. You will typically receive verbal instructions from the PM concerning tasks you may charge to contracts. This information is then passed on to Contracts to put in Contract briefs and to Accounting in order for authorized employees to be entered into the Contract Work Force in Deltek GCS, our accounting system.
