The Deputy Assistant Secretary of Defense for Tactical Warfare Systems (DASD(TWS)) is responsible for the evaluation and acquisition oversight of the Department’s largest and most complex major defense acquisition programs. MTSI provides an executive-level team and analytical support to help TWS be successful in that role. Our services include support to congressional activities, organizational development and outreach, acquisition program oversight support, policy and guidance development, and budget management.
MTSI has played a key role in developing program management initiatives intended to improve the program management career field and develop future PMs. MTSI personnel were part of a team responding to Congressional direction to recommend ways to better empower DoD program managers and to make them more accountable. Certain of those initiatives are now in policy and guidance. MTSI also helped establish an NDIA industrial committee on program management. MTSI members have served as representatives to the Defense Acquisition Policy Working Group, the group responsible for updating the DoD Instruction on the defense acquisition system. In support of the acting DASD(TWS) and her staff, MTSI also reviews congressional language and prepares research tools to help staff members understand the impact of National Defense Authorization Act and Appropriations Act language on their programs.
