MTSI Phil's Cockpit September 2009
Development and enlargement of existing programs has
been MTSI's primary growth strategy for many years and it has served us well."

- Phil Soucy

September 2009

I have been impressed with the first six months of company ownership under the new ESOP. People are indeed thinking like owners. The three pillars of this adage, "high time-sold, high efficiency, and high quality" are all at exceptional levels within the company's 10 Groups, and the senior leaders are working tirelessly to continue improvement in each of these important areas. I reviewed management metrics this month and was very pleased at how close we are tracking with our entire management and financial plan, which was conceived last Fall. It truly appears that everyone is doing their part to work this detailed plan to near perfection.

I would ask each of you to continue to reflect on your role as an employee owner. Look closely at the business landscape, especially in the government contracting space. There are simply not very many employee-owned companies out there. One of the challenges I would present to each of you is to think about, and participate in, continued methods for growing the company. Development and enlargement of existing programs has been MTSI's primary growth strategy for many years and it has served us well. The upcoming move to "in-source" some contractor requirements back to government jobs may tend to slow some program development initiatives. As a result, we are looking at placing more emphasis on traditional business development initiatives in the coming year. Mergers and acquisitions are another area that we will be willing to explore if the opportunity is right.

As employee owners, you can play a big part in ensuring our continued growth and well being as a company. For example, perhaps you will play a role in writing a key portion of a major solicitation response MTSI is bidding on; maybe you've taken on a new role on a recently started contract win and can solidify MTSI's position with the new customer through consistent and reliable performance, or; possibly you know of a small company whose performance and philosophy make them a potential target for discussions concerning merger with MTSI. These are just a few opportunities to think about. Also, please continue to keep an eye out for the best talent available to join MTSI as fellow employee-owners. Employee referrals are still the strong suit of our recruiting program.

You'll each be getting ESOP account statements early next year. These statements will reflect the number of shares and the total volume of these shares which will be deposited to your account on 31 December 2009. You should be proud of your status as an employee owner. Think about that role often. Bring your ideas forward for discussion and analysis. This year is your year. I thank every one of you for getting our employee ownership off to such a great start.
