MTSI’s UAS expertise spans multiple government agencies, including the Federal Aviation Administration (FAA), Department of Defense (DoD), Department of Homeland Security (DHS), National Aeronautics and Space Administration (NASA), and the Intelligence Community. Some examples of the studies and products we have developed for these clients include those listed below:
Ever since 2006, MTSI develops and publishes the bi-annual DoD Unmanned Systems Integrated Roadmap, which provides the Departments 25 year vision for all unmanned air, ground and maritime systems as well as insights into critical technology investments and programs.
In 2010 the DoD was struggling with a way to quickly integrate military unmanned aircraft into the NAS. MTSI was selected by name to create the DoD UAS Airspace Integration Plan, which establishes DoD’s equities in UAS NAS integration, defines an incremental NAS access strategy, identifies foundational activities for NAS access, defines capability and resource needs, and informs the ExCOM NAS Access Working Group.
In 2011 NASA selected MTSI to pull together a NextGen UAS CONOPs, which provides assumptions and constraints, future civil and public UAS functions and operational capabilities, UAS operational performance characteristics, operational scenario narratives, and draft architecture products to ensure alignment of work products to the NextGen enterprise architecture. This product later became an annex to the JPDO Next Gen CONOPs.
In 2012 DHS tasked MTSI to help them assess unmanned systems and payloads for their applicability to law enforcement (LE) and first responder (FR) applications. MTSI responded by partnering with DHS Science and Technology Directorate to establish the Robotic Aircraft for Public Safety (RAPS) Program and established a small UAS test site in Elgin, Oklahoma. MTSI oversees the testing, reporting and development of a large Consumer Reports-like database for the LE and FR communities.
In the summer of 2012the FAA UAS Aviation Rulemaking Committee (ARC) established a Working Group to define a path forward for the FAA to integrate large UASs into civil airspace. MTSI was selected to lead a diverse group of government and industry SMEs to develop the Implementation Plan for Integration of Civil UAS in the NAS. This plan wasdelivered to the FAAin March 2013and is being integrated into their Enterprise Architecture.
In addition to the various UAS Plans, Roadmaps, CONOPs, Specifications, and test support provided to our customers, MTSI also has an extensive UAS modeling and simulation capability centered around our Sense and Avoid Flight Encounter Simulation Toolset (SAFEST)®. This tool provides us the ability to analyze critical UAS sense and avoid (SAA) issues, the linchpin of UAS NAS integration. Results from our SAFEST tool have been used by the Air Force’s Predator/Reaper Program, the Navy’s Triton Program, the Army’s Shadow Program, and the DHS’s Predator and Guardian Program, among others, to help establish SAA requirements, assess SAA CONOPs, perform airspace characterizations and probabilistic risk assessments to support safety case development — leading to the issuance of certificates of waiver or authorization (COAs) for our customers. Commercial UAS Solutions In addition to the suppoprt we provide to our Government UAS customers, MTSI also supports commercial customers throughout the U.S. in defining, implementing, and using unmanned systems to support their business objectives. This emerging market has challenges due to the lack of a regulatory structure for integrating UAS into the NAS as well as the absence of established standards for airspace-enabling UAS technologies. In the commercial and civil UAS marketplace, MTSI offers critical policy, regulatory, technical, and operational expertise to help its commercial and civil UAS industry partners. Services include:
