Co-founder and Chairman of the MTSI Board of Directors, Phil Soucy has served on the MTSI Board for over 20 years. Prior to his current position, Phil served for 20 years as co-president and CEO of MTSI, leading the financial and business management, daily operations, and strategic planning. Phil was instrumental in establishing MTSI’s focus on caring for employees and providing outstanding customer support, making MTSI a highly regarded company in the defense industry. He supported a number of customers with overseeing operational analyses of modern low observable and counter low observable weapon systems, red teaming of proposals, and analysis of technology investment plans.
Phil Soucy has over 30 years of experience in aerospace government and industry with specialized expertise in low observable, counter low observable technology, and electronic counter measures. After receiving his bachelor’s degree in mechanical engineering and an Air Force commission from Norwich University, Phil spent over 20 years as an Air Force officer. He started his career as a weapons systems officer, and then became a flight test engineer, and finally a program manager for the Assistant Secretary of the Air Force for Acquisition’s Special Projects branch. In addition to being an USAF Test Pilot School graduate, Phil holds advanced mechanical and systems engineering degrees. He is an acknowledged, national-level expert in the flight testing of advanced aeronautical and defense systems and serves on several senior advisory boards for government, academia and industry.
