Plan, design, execute and manage a Ballistic Missile Defense System (BMDS) test program for the Missile Defense Agency (MDA), based on engineering analysis of developmental and operational test requirements through the development and publication of an Integrated Master Test Plan, and the Test CONOPS. Since 2002, MTSI has supported MDA tests through the creation and development of: strategic test plans, international test participation strategies, tailored BMDS test processes, test budgets, cost modeling tools, Program Management Directives, BMDS hardware/software interoperability tests, element and system level tests, individual event plans, data analysis plans, test execution, analysis, and detailed test reports. MTSI has continually provided the leadership and expertise to the DoD that ensures all phases of the test process exceed the requirements of MDA and its overall goals in the development of the BMDS. The MDA test program provides critical data to demonstrate the technical capability of the BMDS and its elements, but, also their operational effectiveness, suitability, and survivability. The specified goal is to reduce operational risk of new / upgraded BMDS capabilities and improve confidence in ballistic missile defense capabilities delivered to the warfighter.
